Rose Mince Named President of Carroll Community College in Maryland

Rose Mince has been named the fourth president of Carroll Community College in Westminster, Maryland.

Carroll Community College enrolls about 9,900 students, 59 percent of whom are women.

Dr. Mince brings nearly four decades of community college experience to her new position. For the past seven years, Dr. Mince has served in several academic and administrative leadership roles at Carroll Community College including associate provost, provost, vice president for academic and student affairs, and dean of the faculty. She previously served as chair of the Maryland Council of Community College Chief Academic Officers.

“I am honored and excited to join Carroll Community College as its next president,” said Dr. Mince. “I look forward to working closely with the faculty, staff, students, and community partners to build upon the college’s strong foundation and to advance its mission of empowering learners, changing lives, and building community.”

Dr. Mince holds a bachelor’s degree in physical education from the University of Maryland, a master’s degree in physical education from the University of North Carolina at Greensboro, and a Ph.D. in human development from the University of Maryland.
