W. Stephen Pannill retired suddenly as president of Cecil College in North East, Maryland. President Pannill, who had served in the post since 2000, has been suffering from clinical depression and decided it was time to step aside.

She holds a master’s degree in community health from the University of Maryland, Baltimore and a doctorate in higher education leadership from Widener University.
