Kathy J. Cooke is a professor of history and the founding director of the honors program at Quinnipiac University in Hamden, Connecticut. The focus of her research is the history of eugenics in 20th-century America.
Since 1999, Dr. Hoogstra has been vice president for student life at Calvin College in Grand Rapids, Michigan. Earlier, she practiced law in New Haven, Connecticut. When she takes office on September 29, she will become the first woman president of the council.
